Applied when neither the user nor the plugin states a preference. A download the site itself marks as a later revision of something already in the library is normally meant to replace it; keeping both would leave a superseded duplicate for the user to find and delete by hand. The old archive is only removed after the new revision is safely catalogued, so this default never risks ending up with neither.
